JARUPLOD error 9919 Invalid value specified for "DSNAME"

I am trying to upload a job in IOF and am getting the following error.

JARUPLOD '0' +
J012894
ERROR 9919 *** Invalid value specified for "DSNAME"
You are not authorized to control the OFFLOAD1
Return code 20
JARSERVR terminating due to return code

The STC then terminates. Can you tell me what this error is? Is this a security issue in the B23ALLOW member stopping me?
