I'm not sure this is an IOF question.

JES2 will not run two jobs with the same name at the same time. Could it be that you are naming many of your 20 jobs with the same jobname? I presume the jobs are all in the same input class. How many initiators are running for that class?

I suggest you contact your JES2 systems programmer for more specific help.
