The following macros should do what you requested for a group XXXX. The first macro permits $TO command. The second 2 macros restrict $TOJQ and $TOJOBQ.

ALTOJ ALLOW 4,4,COMMANDS,CMDCOMBO,'JES.T.O*',GROUP=XXXX
LIMTOJQ LIMIT 1,0,COMMANDS,CMDCOMBO,'JES.T.OJQ',GROUP=XXXX
LIMTOJOB LIMIT 1,0,COMMANDS,CMDCOMBO,'JES.T.OJOBQ',GROUP=XXXX
