Optional zap U8C9018 not carried into IOFT8C3U

I installed 8.C into a '3' library set, and the product is functioning but I needed to install an optional fix. So, I installed U8C9018, via VFIX, and then ran M13GEN and M32COPY (I need this fix to enable clients to fail to select jobs they should not select, without incurring a fatal accumulation of security violations).

The fix does not appear to be working: it is not correctly installed. Here is the VFIX message:

When I dump IDR for BAST8C0U from .LOAD , I see the zap:

When I dump IDR for IOFT8C3U from .LOAD, I do not see this zap:

I looked at M13GEN and there is an INCLUDE from SYSLIB for ACFRACF before the INCLUDE from LOADLIB for BAST8C0U. So I think the M13GEN job is actually INCLUDEing an unzapped object deck for ACFRACF from the .OBJ:

undoing my VFIX'ed zap.

In other releases I have on site, .OBJ has an empty member under this name.

I used a version '3' library set (8.B3) as the basis for my 8.C3 upgrade (I have several types of JES and security combinations), rather than starting with 8.B0 -> 8.C0 as I normally do. Perhaps this is wrong.
