JAR selects jobs to offload, not output groups. Jobs do not have a sysout class and in fact may have many sysout classes. IOFWTR does select output groups instead of jobs.

There may be a way to do what you want, but it isn't totally automatic. You can bring up a Job List Menu of a set of jobs. You can use the EXCLUDE command to exclude jobs from the list. Both the X line command and the EXCLUDE primary command can be used. When you are happy with the list of jobs, enter "OFFLOAD" in the COMMAND area and that list of jobs will be offloaded.

It probably isn't a large job to write a new clist or Rexx exec to select output jobs based on different criteria; or to modify JAROFFLD. But we would have to come up with a specific set of requirements.
