But I think there is a relatively simple bypass.

Get into IOF
Issue the TS command to bring up the TSO command dialog Enter the command: RECEIVE INDA('your.IOFT8C0.UPDATES(T8C9059C)')
Specify the name of your IOF updates data set.
The RECEIVE file is in member T8C9059C.
The RECEIVE command will prompt you for input parms.
Specify DA(....) whatever data set you want.
Then you can copy the 3 members as needed.
