Why these two allows....isn't one useless?

While going thru my B23ALLOW, I noticed the 2 following Allows

AL#114 ALLOW 3,0,JOBS,JOBNAME,STRLST=FAMS,IDLST=FAMS
AL#115 ALLOW 1,2,JOBS,JOBNAME,STRLST=FAMS,IDLST=FAMS

How would the 2nd one ever become invoked?
