IOFWTR copies output groups, not jobs. Many jobs have more than one output group. All the sysout data sets for an output group have the same sysout characteristics. Normally, IOFWTR only copies NON-HELD output groups. You can copy HELD and NONHELD output groups by specifying the parm HELD(YES) on the IOFWTR command.
